Scientific Workshop: “Self – control form and solutions at  Colleges, Vocational Schools the year 2016 – 2017”

    In Febuary 14, 2015 The Gorvement had enforced the decree no. 16/2015/NĐ-CP that defined self – control form mechanism of non income – generating administration agencies replacing the decree no. 43/2006/NĐ-CP. This was considered to be an advance in solving problems performing self – control form; futhermore help the agencies can be more active in doing missions, using resources effectively in order to improve vocational training progress. However, there was some shortcomings, because not every school had advantages and effects in doing the decree no.16, and some problems happened in giving self – control permission to Colleges such as nonsynchronous mechanism that lead to lose balance in income and outcome. To analyse and find out causes related to those difficulties, also dicuss solutions in carrying out self – control form at Colleges and Vocational school, in the morning of May 5th 2017, the Scientific Workshop: “Self – control form and solutions at Colleges, Vocational Schools the year 2016 – 2017” had been held at HOTEC.

 

 

    Attending the workshop there were HOTEC’s Board Rector, Mr. Pham Ngoc Thanh – Vice Director of HCMC Education and Training Department, Ms Ho Ngoc Hau – Vice Head of Vocational Training and Higher Education Division, Mr. Nguyen Thanh Tu – editorial director of HCMC Education Newspaper, some Representatives of Businesses, also teachers from Universities, Colleges and Vocational schools all around Ho Chi Minh City.

 

 

Outlook at the workshop

 

    This ocassion is an opportunity for managers, teachers, experts and scientists to discuss, exchange problems related to deploying and carrying out self – control rights in vocational training agencies. This activity had a part in finding out advantages, disadvantages and difficulties in execution process, also causes that made unexpected results in self – control form at some schools that lead to less training quality than the social development. Through that they can find out solutions for applying self – control form at schools, overcome disadvantages and improve training quality in intergrate context. It will be a better chance or challenge, also interest or responsibility to vocational education agencies.

    Speaking at the workshop, Mr. Pham Duc Khiem – HOTEC Rector mentioned that self – control is one of the top demand in innovation, the key that made breakthrough in improving education quality. He also said that self – control ensure the school in solving problems themselves, but in the other hand prominence the responsibility of HOTEC ahead social, with the relations to students and businesses. In addition, the autonomy in building the curriculum also contributes effectively to helping schools to develop themselves in a common direction. Therefore, leaders of College of Economics - Technical City. HCM has determined that enhancing autonomy with its own orientations and routes in educational activities is always one of important tasks of the school in the coming time.

      Throughout the course of the workshop, the teachers, lecturers from universities, colleges, intermediate level as well as some representatives from enterprises have contributed many papers with the topic. Different as: "Autonomy - Breakthrough for the development of public colleges", "Solutions to exercise financial autonomy, self-responsibility at colleges and professional level", "Proposed financial model for public pre-colleges requiring financial autonomy"...

 

 

     Through lectures presented at the workshop, teachers learn and exchange more experiences and methods to help improve self-control in the unit effectively. In addition, the workshop also received many suggestions as well as useful solutions for developing appropriate roadmaps and offering the most practical solutions for self-reliance.     Scientific Seminar: "Self-control and solutions implemented at colleges and universities in the academic year 2016-2017" is really a highly practical activity, not only helping colleges, Intermediate analyzes indicate the causes of constraints and constraints in the implementation of the autonomy mechanism at the unit, but also contribute to finding practical solutions to increasing autonomy. Aiming at the goal of comprehensive development in education and vocational training.
